Emirates National Oil Company presently hiring an experienced and dedicated Facility Services Manager in Dubai. The Role is required to manage the Group properties on a commercial basis and see that the property interests are maintained to the best possible standards and provide the Facilities Management infrastructure required for all properties – ENOC Complex, Staff Accommodation, Warehouse and other properties as may be added from time to time, on a day to day basis.

Job Duties of Facility Services Manager

  • Manages the property interests or ENOC from a facilities and lease administration perspective.
  • Maintaining corporate standards and compliance to statutory requirements.
  • Enters into lease agreements with tenants after effective rent negotiations (new as well as renewals) and monitors the same.
  • Ensures that the basic design of the building and structure arc not altered by the tenants by coordinating approvals of fit-out plans.
  • Monitoring actual fit-outs through periodic inspection of premises and continuous interaction with the tenants representatives
  • Monitors market conditions and advises the management appropriately.
  • Manages the maintenance and upkeep of the facilities by in-house resources as well as contractors.
  • Reviews all outsourced maintenance works annually through floating tenders thereby achieving cost reduction, higher quality and standards.
  • Manages technological upgrades & furnishing programmers, for ENOC & its Group Companies, within UAE and at other locations from concept to completion with a view to Initialing Group wide standardization of designs & specifications and optimization of costs assists in space usage planning.
  • Coordinates approvals of fit-out plans, monitoring actual fit-outs through periodic inspection of premises and continuous interaction with the tenants representatives.
  • Reviews technology upgrade issues, develops alternatives, prepares project reports.
  • Obtains management approval and project manages implementation necessary up-gradation measures or facilities / equipment as necessary to maintain the set standard.
  • Manages Energy & Resource utilization from a sustainability perspective.
  • Sets up and monitors adherence to the Energy & Resources Management System compliant to ISO 50001-201 L Studies utilization patterns of energy and continuously strives for application of energy conservation methods.
  • Ensures proper adherence to the Group EHS Policy.
  • Assesses risks on an ongoing manner and takes appropriate mitigation measures.

Additional Responsibilities

  • Coordinates with Group Legal and reviews legal agreements with service providers annually safeguarding the company from potential risk exposure whilst complying with U.A.E. Company Laws and Municipal regulations.
  • Maximizes assets utilization and makes efforts to lower operating costs.
  • Supervises fixed assets verification as an annual exercise.
  • Assesses potential risks on an ongoing basis, takes immediate mitigatory actions as found necessary, escalates appropriate risks.
  • Ensures proper insurance coverage for the properties through Group Finance,.
  • Prepares and consolidates yearly budgets and ensures effective monitoring of spend against this budget with a view to optimize operational costs.
  • Establishes in conjunction with end users, internal service standards for the function and monitors performance against these standards.
  • Manages outsourced convenience facilities like cafeterias / food outlets, bank implants, ATMs etc, operated by third party contractors at EPL’s premises.
  • Manages all third party leases entered into by ENOC Group SBUs.
  • Negotiates new leases as well as renewals, in line with Group Purchase Policy.

SAFETY & SECURITY

  • Implements the Safety and Security Policy for the total premises (ENOC Complex & Staff Accommodation).
  • Oversees periodic fire drills and safety audits, including audit of access cards and inspection of parking spaces addressing violations.
  • Prepres and conducts awareness campaigns for occupants and contractors.
  • Sets up and ensures the effective running of the security system, fire and emergency evacuation services.

BUDGETING

  • Conducts the annual budgeting exercise for the department.
  • Consolidates revenue and expenditure figures, prepares justifications for capital and other extraordinary expenses and follows through to approval.
  • Monitors  expenditure against budget takes corrective action for variances.

Job Requirements For Facility Services Manager

The eligibility requirements for the role of Facility Services Manager are as under:

Qualification

  • A university degree holder preferably in Commerce & Business Administration.

Experience 

  • At least 15 to 18 years’ experience gained in Administration / Facilities Management / Real Estate Industry.

Skills & Knowledge Desired

  • Sharp commercial acumen combined with proven administrative skills preferably gained in a large multi-site organization.
  • Thorough understanding of Facilities & Project Management principles & techniques as well as financial reporting.
  • Self-motivated with a high degree of initiative and resourcefulness.
  • Strong analytical skills and the ability to influence at all levels within the organization as well as with external agencies.
  • Proven staff management and development experience
    Excellent interpersonal, communication, coaching & mentoring skills.
  • Membership of Industry Professional Association would be a distinct advantage.
