Community Development Authority is presently hiring for the job role of Payroll & Employee Relations Specialist in Dubai. The job holder is responsible for studying, developing and updating policies, methodologies, systems and work models in the field of salaries, benefits and end-of-service procedures in the Authority, preparing and analyzing budgets and addressing the relevant government departments to review and approve them.

Responsibilities of Payroll & Employee Relations Specialist

Following are the key responsibilities of Payroll & Employee Relations Specialist:-

Strategic Affairs

  • Contribute to establishing relevant policies and procedures and implementing payroll methods and practices, in order to improve the efficiency and productivity of employees.
  • Contribute to the development of the rewards management system in line with Dubai Government directives to enhance employee loyalty and retention. financial affairs.
  • Monitoring the payrolls that are disbursed against the approved salary budget, submitting periodic reports to management regarding expenditure developments.
  • Informing management of the possibilities of increase/decrease in spending over the established budget.
  • Guiding department members and developing a positive work environment to improve team and individual performance.
  • Simplifying and developing work procedures so that they are Smooth..

Operational responsibilities and Duties

  • Providing consultations during the preparation and implementation of operational projects for the department.
  • Updating and developing policies, methodologies, procedures, systems and work models in the field of salaries, benefits and end of service and ensuring their compatibility with the laws and policies followed in the Dubai Government Finance Department.
  • Supporting the head of the division and enabling him to make effective decisions by providing the required reports and feedback which is done through scientific methodologies in collecting Data analysis, management and development of data collection systems.
  • Preparing development studies and comparisons related to the annual budget for salaries, wages, bonuses and other benefits to determine the estimated amounts and ensure their compatibility with the policy and visas of the Financial Department of the Government of Dubai.
  • Supervising the electronic account of the Community Development Authority at the Pensions and Social Security Authority, implementing all procedures for registering the start of service for all new employees, and disbursing end-of-service benefits for all terminated employees.
  • Prepare proposals to enhance various standards and accurately implement the proposals approved in the government resource planning system.

  • Preparing and studying the financial impact of promotions and rewards plans.
  • Providing consultations on proportionality with the approved budgets and their compatibility with the laws and policies.
  • Studying the characteristics of the government payroll system, preparing feasibility studies for its application in the Authority.
  • Submitting development proposals that would increase the work efficiency of specialists in the Dubai Smart Government.
  • Study the financial feasibility of dissolving, merging or creating jobs in cooperation with the Manpower Planning and Employment Department.
  • Addressing the Finance Department for the purposes of review and approval.
  • Preparing and developing policies, methodologies and regulations governing the services and benefits provided to employees.
  • Preparing local and international studies and comparisons regarding salaries and benefits provided to employees, especially technicians, to ensure no job leakage.
  • Holding workshopsWork to educate employees about the policies and procedures followed regarding payroll procedures, employee services, and end of service.
  • Perform any other tasks related to the work of the department or as directed.

Requirements of Payroll & Employee Relations Specialist

  • Bachelor’s degree in Human Resources, Accounting or equivalent as a minimum.
  • 6 years of experience in a human resources department·
  • Two years of experience in employee relations and payroll services.
