Manage the development, support cost-effective programmes to improve and assure Process Safety implementation across all company Plant & Pipeline assets, throughout their lifecycle. Establish and maintain related processes, standards, procedures and a company wide maintenance Centre of Excellence. Manage the full visibility of Process Safety implementation performance and threats in order to contribute to broad awareness of the status of the Process Safety that enables decision-making at all levels of the Organisation including shareholders. Duties Of Team Leader Process Safety

Following are the duties and responsibilities for the said job:

Policy & Standards Processes and Practices

  • Develop, improve, maintain and communicate company’s Process Safety framework and standards.
  • Ensure that they are updated and continually improved thereby contributing to the company objectives in the safety throughout the asset lifecycle.
  • These standards include MOC (PCM/PCR), Operating Windows, Shift Hand Over, Alarm Management, Abnormal Situations Management etc, all of which are applicable throughout the asset lifecycle.
  • Manage and ensure the development, implementation, support and monitoring of improvement programs for Process Safety related policy, processes, standards, procedures and tools in order to continually improve their effectiveness and enable performance visibility at all levels, ensuring compliance with company standards.
  • These include roll-out of the standards related to “Ensure Safe Production” throughout company operating assets and into projects.
  • Establish and manage a process whereby Process Safety events and risks are reviewed across company, improvement areas are identified and follow up mitigating actions taken in order to ensure that a repeat of similar events are prevented.

Performance Monitoring & Reporting

  • Develop and support the implementation of a coherent, accurate reporting system for the Process Safety performance of the assets and related processes.
  • Provide basis for management decisions at all levels of company.

Community & Networks

  • Set up and manage effective networks of internal stakeholders (e.g. process owners and subject matter experts).
  • Activate associated governance to maximize the benefit to company.
  • Encourage a proactive attitude and culture towards Process Safety, challenge entrenched practices and established ways of working and change these to align with standardized world class practices.
  • Provide expert advice, support and training in relevant areas.
  • Act as interface between sites and other entities across company in order to establish and sustain the new ways of working.

Risk Management & Process Safety

  • Contribute to the development of the corporate risk register and ensure that risks are properly registered and periodically assessed.
  • Ensure process safety and considerations are taken into account.
  • Contribute to a comprehensive risk based audit plan across all company Plants and Pipelines, as a Risk Assurer, in coordination with all stakeholders for Level 2 and 3 Audits in order to comply with ADNOC codes of practices.
  • Lead and support Level 1 & 2 audits in line with company corporate risk controls.
  • Track audit action items in QUARTZ to ensure Process Safety related Audit action items have been closed out.

Management

  • Plan and supervise the activities of the personnel and resources of the team.
  • Achieve the Department objectives in an efficient and cost-conscious manner.
  • Ensuring implementation of approved operational plans for the team in line with Department objectives.
  • Develop the knowledge, competencies and innovative spirit in the team.
  • Support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the team in coordination with the Human Capability Group.
  • Continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

  • Compile and provide input for preparation of the Department budgets.
  • Regularly monitor expenditure against approved the team budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Lead the implementation of approved team policies, processes, systems, standards, procedures and internal controls.
  • Support execution of the Department work programs in line with Company and International standards.

Performance Management

  • Implement the Company Performance Management System for individuals within the team in accordance with Company approved guidelines.
  • Continuously monitor the achievement of the Team KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organization Structure & Development

  • Review, develop and recommend the appropriate organisation structure for the Team.
  • Best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
  • Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards.
  • Define intelligent solutions for issues confronting the team.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution of an HSE culture.
  • Ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the team in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all team employees to meet HSE standards.

Management Reports

  • Prepare all the MIS and progress reports.
  • Provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

Requirements For Team Leader Process Safety

The eligibility requirements for the role of Team Leader Process Safety are as under:

  • Bachelor Degree in Chemical Engineering or equivalent Professional Qualification.
  • 10 years of experience in operation / technical services /integrity assurance/process safety oil & gas industry [preferably onshore gas processing] plant production, preferred exposure to loss prevention techniques, Safety cases/COMAH reports, Bow Tie Assessments, LOPA, ALARP, SIL, HAZOP, QRA, etc.
  • Including 4 years in supervisory roles.

Desired Skills & Knowledge

  • Understanding of all engineering disciplines, risk management, loss prevention techniques, and in the areas of operations integrity & process safety.
  • Sound knowledge & application of international engineering standards  & codes [API, EEMU, ISA].
  • Experience in leading world class process safety programmes.
  • Experience of process safety audits for oil / gas plants.
  • Comprehensive knowledge of industry best practices and technology trends, especially in the operations integrity areas.
  • Competency in managing process safety programmes for all asset life cycle phases.
  • Ability to guide/develop process safety related manuals/ procedures /guidelines.
