Job Description

Senior Specialist in Workforce Planning & OD at Tabreed in Masdar City, Abu Dhabi, UAE will develop Tabreed’s Workforce plans and organizational development requirements through an ongoing analysis of the current state and projected requirements for all the departments at Tabreed, in order to assist departments in achieving their objectives and goals through an optimal assessment of the requisite number of employees. This is a Senior level full time job. And salary can range between 15000-35000 AED/month.

Responsibilities of Senior Specialist

  • Lead and manage the development and approval of an overall Workforce plan for Tabreed which sets out the human resources requirements to staff the organisation and provide for the necessary skills and competency base to successfully realise the business plans.
  • Provide Department/ Line Managers with information and supportive analysis for formulating short, medium and long term, Workforce plans to fulfil Workforce requirements.
  • Manage the discussion with the respective Department Function head regarding forecasts, estimate the cost and submit consolidated budget for final approval to contribute to the preparation of the budget for all departments/functions.
  • Assess initiatives that may impact Workforce requirements, i.e. level of business operations and growth plans.
  • Ensure adequate systems and dashboards are developed to enhance visibility to Workforce utilization and optimization and effectiveness of the current workforce.
  • Ensure Workforce requirement projections in new contract proposals are adequate and are supported through the analysis of historical data. And current Workforce utilization to ensure they do not undervalue Tabreed’s costs and cut into profits once contractual agreements are in place by providing necessary support and advice during bidding process.
  • Develop and manage Transition plans/programs within the organization i.e redeployment as well as redundancies and layoffs as per business needs ensuring the proper plans are approved by higher management and implemented accordingly in cooperation with other HC departments as well as other Department/function heads as required.
  • Workforce Budgeting & Assessments: Monitor, review and manage activities related to the collection, compilation and analysis of data requisite. For the development of Tabreed’s annual Workforce budget i.e. position change, transfer, replacement, available vacancies, etc. Liaising with the department heads to ensure timely completion of Workforce planning budget.
  • Periodically monitor and report on Workforce activities and review actual Workforce movements against planned.

  • Identify Workforce needs and vacancies including need for development to ensure alignment of organizational needs to Workforce plans.
  • Able to run statistical studies to ensure they derive correct Workforce strength based on historical data.
  • Develop a list of job vacancies considering the consolidated Workforce plans across Tabreed.
  • Benchmark their workforce through bottom up, top down, competitor analysis.
  • Act as single point of contact for external consultants for any workforce related study.
  • Organization Design: Design and maintain the methodology for the job creation and the job evaluation.
  • Design and maintain the job matrix of all jobs in the organization. Audit the business units as the potential changes of job descriptions are identified.
  • Evaluates new job descriptions and puts them into the job matrix.
  • Check the consistency of job descriptions with internal policies and procedures.
  • Facilitate the process of the new job position creation.
  • Designs the job creation training for managers and HR Business Partners Cooperates with Rewards Specialists on the grading of job positions and assigning the correct optimum salary.
  • Design and maintain the rules for the organizational structure creation.
  • Design and maintain the rules for the span of control in different business units.
  • Conduct regular audits of the organizational structure and recommends changes to make the organization more efficient.
  • Participates in HR Projects and organization wide projects.
  • Perform bottom up analysis on tasks, time and motion as and when needed to understand size of the job.

Requirements for Role of Senior Specialist

  • Bachelor’s degree in Human Resources, Business Administration or related field.
  • Professional certification such as SHRM/PHR/CIPD, SWP or equivalent is a plus.
  • MBA, M.S. in related field is a plus.
  • Experience in consulting is a plus.
  • 6 – 8 years of experience in Workforce planning and OD.
  • 3+ years of work experience with Organizational Design
