Job Description

Senior Specialist Purchasing IO is responsible for tendering and award of purchase orders and, where needed, post award support in relation to awarded purchase orders.

Responsibilities

Core Responsibilities:

  • To coordinate with the End Users in the development of yearly procurement plans.
  • Prepare Request for Expression of Interest and/or Pre-qualification of the potential bidders, assist in evaluation of responses and prepare recommendation of Bidders Lists for approval in accordance with DOA.
  • Examine scope of supply and other information provided by End Users for completeness and consistency.
  • Prepare comprehensive ITT packages using standard forms and coordinate issuance to be approved bidders.
  • Coordinate and arrange pretender meetings with bidders and end user, as required.
  • Prepare all correspondence to bidders during the bidding period with necessary input from End User, where required.
  • Perform evaluation of unpriced commercial aspects of the technical bid and evaluation of commercial bid.
  • Prepare recommendation for award.
  • Maintain computerized or manual records (contract logs and contract files).
  • Formulate and prepare purchase order document(s) conforming agreed changes to the ITT package.
  • Perform contract administration activities – bank guarantees, invoices, etc. Provide contractual advice to End Users and prepare contractual correspondence, where required.
  • Review and evaluate variations and claims, prepare recommendations for approval of management and prepare purchase order amendments, as required.
  • Support end user in Closeout Procedures and Final Account Preparation by ensuring that all contractual obligations are met before project completion, including final deliverables, documentation, and audits, as well as supporting end user in finalizing the final accounts related to the contract including settlement of all claims.

People Management Responsibilities:

  • Manage the expectations of the End User in timely processing of tender requests through constant and pro-active engagement.
  • Liaise with the bidders and suppliers in a courteous, yet professional manner.

Strategic Responsibilities:

  • Ensure compliance with procurement policies and procedures.
  • Implement cost-effective solutions by devising appropriate tender strategies.
  • Implement strategic procurement initiatives under the Category Management approach.

Qualifications

Knowledge & Skills:

  • Bachelor’s Degree in Engineering or Business Administration.
  • 10 years of experience in tendering and award of complex purchase orders (major port operating equipment) typically above AED 10m.
  • Written and Spoken English is essential, Arabic is preferred.
  • Superior business writing skills are essential.
  • Strong knowledge of the Ports, Maritime, and Logistics sectors, with a deep understanding of industry trends, challenges, and opportunities.
  • Good knowledge of contractual terms and conditions.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Detail-oriented and organized, with the ability to maintain accurate.
