Senior Public Debt Investor Relations Analyst Department of Finance Dubai

Senior Public Debt Investor Relations Analyst is responsible for effective contribution to raising efficiency and quality of operations related to the development of investor relations and financial institutions related to public debt & government borrowing, including proposing initiatives related to enhancing investor confidence locally and internationally, enhancing transparency and disclosure of government financial solvency, diversifying sources of information & developing communication channels with investors and financial institutions, in addition to reviewing adopting international best practices in managing investor relations operations in financial markets & providing recommendations for appropriate implementation in accordance with approved laws and regulations at the level of Department and Government of Dubai.

Responsibilities of Senior Public Debt Investor

• Proposing initiatives related to enhancing investor confidence locally and internationally.
• Enhancing transparency and disclosure of government financial solvency, diversifying sources of information.
• Developing communication channels with investors and financial institutions.
• Rviewing Adopting international best practices in managing investor relations operations in financial markets.
• Providing recommendations for  implementation in accordance with the legislation work plans and programmes, approved laws & regulations, & strategic directions at the level of the Department and the Government of Dubai.
• Contributing to the preparation of operational plans and performance indicators at the level of the Investor Relations Department and enabling it to achieve the institutional goals.
• Developing ways and channels of communication with investors and financial institutions.
• Enabling the department to build effective partnerships with various of these entities.
• Analyzing financial and accounting data and drawing conclusions that would raise the level of efficiency of the processes of developing relations with investors based on integrated scientific foundations and methodology.
• Monitor, collect and analyze data on the financial and economic sectors affected by public debt and other sectors and present their data based on best practices
• Active contribution to creating a record and database related to relationships with financial institutions, wrt the number of meetings, common questions and developing all relevant processes.
• Proposing a clear policy for dealing with and responding to financial institutions in meetings or correspondence.
• Following up on its implementation after its approval with the various parties concerned.

• Learn about the best international practices in managing investor relations operations in financial markets and the latest developments.
• Provide appropriate and applicable development proposals.
• Follow up on the latest economic and political developments at the state level in general and the emirate level.
• Prepare draft responses to investors and submit them for approval by the direct manager.
• Study the steps for preparing promotional campaigns with the aim of developing the practice related to investor relations. 
• Study on the provision of financial information related to the government and its financial and economic situation in communication channels, and ensure its accuracy.
• Preparing a draft prospectus related to the sukuk and bonds program to ensure the success of issuance operations in the financial markets, in coordination with departments.
• Submitting draft prospectus to the direct manager for approval.
• Full coordination with International Monetary Fund, World Bank Group, etc and credit rating companies.
• Providing the required data in a timely manner after approving it according to the approved sequence in this regard.
• Representing the department in work teams and internal and external committees as assigned, by the executive director or general director.
• Submitting periodic reports on the progress of work to the direct manager.
• Indicating the obstacles and challenges faced in the implementation processes related to developing investor relations.
• Submitting proposals to develop work procedures.

Requirements of Senior Public Debt Investor

• Bachelor’s degree in financial or accounting sciences or any related disciplines.
• 6 years of experience for holders of a bachelor’s degree or its equivalent.
• 3 years for a master’s degree in similar fields of work.
• Specialized professional certificates in the field of job specialization i.e Financial analysis/Certified Financial Analyst (CFA) Chartered Financial Analyst CIRO Certified Investor Relations Certificate.
