Etihad Rail UAE is presently looking for suitable candidate for job position of a Safety Compliance & Assurance Manager to work at Al Faya Depot. Purpose of A Safety Compliance & Assurance Manager

  • Manage timely delivery & implementation of compliance with safety permit, HSEQ, technical assurance policy for the safe operation & maintenance of organisation’s assets.
  • Ensure that senior leaders, line managers and supervisors fulfil their HSEQ management system responsibilities.
  • Assess compliance with UAE HSEQ legislation, railway safety regulation, other mandatory requirements and conformance to ISO 45001, ISO14001, IS050001 or ISO9001 and other relevant standards.
  • Improve the organisation’s internal control structure and to promote an organisational safety culture.

Your Job Duties As A Safety Compliance & Assurance Manager

  • Ensure compliance with the safety permit.
  • Make sure that any legislation, standards or procedural changes are updated that are identified in safety permit & vice versa.
  • Monitor ongoing compliance with the restrictions and qualifications set out in the safety permit.
  • Perform periodic reviews for local and international changes & developments in UAE HSEQ legislation or railway safety regulation.
  • Manage the legal and other requirements register to ensure it remains current and advise the HSEQ team of any relevant updates.
  • Ensure the organisation continues to meet all controls stipulated in the Safety Related Application Conditions and Operational Restrictions previously transferred from Etihad Rail Holding.
  • To monitor and report regularly on the organisation’s progress on implementation of ISA recommendations.
  • To establish and maintain an upto date standards library for the organisation and have in place a process for communicating any changed requirements to the relevant functional director.
  • Develop, implement and maintain HSEQ audit policies and procedures in accordance with local and international best practice.
  • Identify and assess areas of significant business risk and compile and implement the annual HSEQ Audit plan.
  • Conduct internal and external HSEQ audits in accordance with audit best practice and ISO 19011 guidelines for auditing management systems.
  • Manage audit assignments in accordance with the annual HSEQ plan.
  • Identify and reduce all HSEQ risks through the implementation and monitoring of effective controls.
  • Conduct ad-hoc investigations into identified or reported risks.
  • Ensure complete, accurate and timely audit information is reported to management safety and/or risk committees and any findings are documented and tracked through to completion by action owners.
  • Oversee risk-based audits covering HSEQ and operational safety processes.

What You’ll Do More?

  • Coordinate, manage, act as the point of contact and oversee third-party audits such as those conducted by certification and regulatory bodies.
  • Contribute to the maintenance of the HSEQ and operational safety hazard log to ensure identified risks are captured & appropriate control measures assigned.
  • Develop, implement and monitor Audit leading and lagging Key Performance Indicators.
  • Compile periodic audit performance reports as per reporting requirements.
  • Ensure the compliance and assurance team act as an observer/reviewer during emergency exercises/drills.
  • Coordinate and manage the business continuity management process ensuring the business continuity plan for the organisation remains current based on identified risks and communicate output accordingly.
  • Undertake continuing professional development (CDP) to ensure knowledge remains current and relevant.
  • Any other duties as required.

Eligibility Criteria?


  • Educated to a high standard with academic risk and safety achievements.
  • NEBOSH National Diploma or equivalent in Occupational Health and Safety, Environmental or Risk Management.
  • ISO 45001, ISO14001, IS050001 or ISO9001 Lead Auditor is essential.


  • At least 8 years experience in a HSEQ and/or audit role, in a high hazard industry, preferably rail.
  • Demonstrable experience of incident investigation, human factors and non technical skills.
  • Possession of previous international experience in a high hazard industry.
  • Experience in delivering safety objectives within a complex organisation.
  • Knowledge of HSEQ legislation, standards and technical specifications.
  • Experience in writing complex reports, processes & procedures.
  • Experienced in rolling stock / operations / Infrastructure operations is desirable.

Skills Desired

  • Excellent communication skills.
  • Excellent english language skill both written and verbal.
  • Knowledge of arabic is a plus.
