Responsibilities of Role in FM Technical Communities

Operations Management:

  • Ensures health, safety and environment vital requirements are fulfilled and takes necessary initiatives for the same.
  • Advises ECM on health, safety and environment issues and provides feedback for the same during the design phase.
  • Delivers HSE aspects of technical projects such as major / minor rectification works.
  • Develop, implement and manage health and safety service level agreements and performance indicators for facilities service providers.
  • Reorganizes health, safety and environment facilities within Emaar such as command control centre.
  • Delivers technical guidance, procedures or information to concerned Department Heads with respect to health, safety and environment codes of practice and standard procedures.
  • Attends meetings and when required delivers presentation at all levels with regards to HSE management.
  • Liaises with community operations team and service providers on day to day operations, attend site meetings and reviews policies for continual improvements.
  • Leads health and safety operations for ECM communities during community events including fire drills and emergency/crisis management.
  • Participates in facilities management, infrastructure management, firefighting and control, emergency systems and services procurement and tender evaluations.
  • Ensures all ECM processes and activities are in compliance with regulatory requirements.

Health, Safety and Environment Management:

  • Oversees the health, safety and environment management function.
  • Monitors the statutory testing of services, such as firefighting equipment and facilities such as fire alarms, fire pumps, detectors, generators and other life safety systems.
  • Review the legal requirements and best practices on six monthly basis to ensure ECM is in line with regulatory requirements.
  • Conduct ‘Risk Assessment’ for all the activities, propose and implement controls to ensure risks are eliminated/controlled as low as reasonably practicable.
  • Ensure water hygiene is maintained in the communities as per the regulatory requirement and Emaar water hygiene policy.
  • Monitors and audits Contractors and Service Providers for health, safety and environment, hygiene, firefighting facilities and fire detecting systems.
  • Uses HSE monitors, equipment and devices when required to identify health, safety and environment parameters and complaints investigations.
  • Monitors and audits outsourced service providers and contractors.
  • Maintains, monitors and reviews relevant environmental and sustainability aspects.
  • Writes brief documents and specifications on all HSE functions.
  • Reviews, monitors and maintains Permit to Work, Risk Assessments, Method Statements required for carrying out works.
  • Manages health, safety and environment matters including fire evacuation and fire drills, fire suppression systems, Emergency preparedness equipment & procedures etc.
  • Ensures compliance and enforcement of all health, safety and environmental issues including:
  • Dubai Municipality, Civil Defence, Dubai Police requirements.
  • NFPA, OSHA, NEBOSH, UAE/Dubai Labour Code of Regulations compliance & record-keeping
  • Projects and Field Report Audits
  • Contractors Audits and Compliance with Emaar and HSE Standards.
  • Leads, maintains and monitors ISO 14001:2015 Environment Management System and certification.
  • Leads, maintains and monitors OHSAS 18001 Management System for requirements and certifications.
  • Provide inputs to and manage community budgets related to HSE.

Documentation, Tracking, Statistics and Reporting:

  •  Ensures compliance with local authorities.
  • Prepares and maintains records for the same.
  • Documents, tracks and prepares reports and statistics for:
  • Risk Management
  • Work method statements
  • Prepares and submits accident/incident Reports and Corrective action to ensure recurrence of similar instances can be prevented.
  • Conducts post-accident/incident root cause analysis to determine where improvements to practices, standards, procedures, or systems are warranted; and used as a basis for further improvements.
  • Communicates to crew staff via corporate safety meetings and other media all changes to health, safety and environment practices on a regular basis.
  • Submits emissions forms/reports to clients.
  • Prepares Audit checklist, conducts safety drills and HSE trainings etc.
  • Storage of materials
  • Permit To Work (PTW)
  • Near Miss/Hazard/Observation, NCR Reports.
  • Ensures reporting, investigation, analysis and documentation of all HSE incidents, regulatory compliance incidents, and significant near misses.
  • Establishes processes to verify that corrective actions, as a result of incident investigations are documented and implemented.

Training and Record Keeping:

  • Ensures all personnel have the necessary training for the project.
  • Maintains and tracks safety files, training files and certifications.
  • Conducts training to service provider staff.
  • Organizes and maintains documents in hard copy/electronic format.
  • Sets up and maintains an Incident/Accident Database.

Teamwork & Coordination:

  • Shares technical knowledge with peers and department members.
  • Prioritizes own tasks to ensure they are completed within set deadlines.
  • Liaises with all Emaar Departments and Emaar Utilities on all health, safety and environment issues, including handover of technical matters, checking on progress of their work, internal communication on resolution of critical HSE matters that affect communities and developments.
  • Compiles HSE requirements, where appropriate and develops with Consultants ‘life cycle information’ to predict future capital expenditure.
  • Ensures Emaar’s customers, staff & service providers are provided with safest & comfortable environment.

Requirements of Role in Role in FM Technical Communities

The requirements for role of Role in FM Technical Communities are as under:

  • Minimum Nebosh IGC or Equivalent qualification (Must).
  • Graduate Degree in environment HSE (Desired).
  • Nebosh Diploma or equivalent qualification (Desired).
  • Sound knowledge of OHSAS 18001: 2007 management system and implementation (must).
  • OHSAS 18001 lead auditor level accreditation or equivalent (Must).
  • ISO 14001 lead auditor level accreditation (Desired).
  • Minimum 5 years’ experience in Health, safety and environment role (Must).

Skills And Knowledge Desired
