Job Description
We are seeking a highly skilled and detail-oriented Quantity Surveyor & Control Engineer to join our dynamic team. The successful candidate will play a critical role in cost management, estimation, and control across various projects. Key Responsibilities of Quantity Surveyor and Control Engineer
Bill of Quantities (BOQ) & Cost Estimation:
- Extract and prepare BOQs from project drawings, specifications, and site conditions.
- Conduct detailed quantity take-offs to ensure accuracy in material and labor cost estimation.
- Identify and analyze scope gaps, missing quantities, and additional works from project drawings and site conditions.
- Update BOQs based on site progress, variations, and unforeseen conditions.
Client and Team Liaison:
- Collaborate with clients and internal teams to agree on monthly measurements, final measurements, and variation costings.
- Participate in project meetings to provide cost insights and recommendations.
Site Inspections & Progress Monitoring:
- Perform regular site inspections to review project progress and identify potential variations.
- Ensure work execution aligns with contract specifications and approved BOQ.
- Communicate daily with the Operations Team to stay informed of the work programme and site progress.
- Identify deviations and provide corrective cost control measures.
Re-Measuring & Claims:
- Re-measure works as required to reflect accurate project progress.
- Prepare and submit monthly progress claims to ensure timely and accurate billing.
- Verify and approve contractor and subcontractor progress payments.
Variations & New Rates:
- Measure and value variations and new rates, ensuring that all changes are documented and agreed upon with relevant stakeholders.
- Assess additional works and update contract values accordingly.
- Ensure that cost variations do not exceed the approved project budget.
Tendering & Sub-Contractor Management:
- Prepare and review tender documents, BOQs, and contract agreements.
- Issue Sub-Contractor packages for pricing and evaluate submissions before placing orders.
- Generate documentation for Sub-Contractor payments, contra charges, and final account settlements.
- Conduct prequalification of contractors and organize relevant documentation.
Cost Control & Value Engineering
- Track and control project expenditures, identifying variances and proposing corrective actions.
- Conduct cost analysis and value engineering to ensure cost-effective project execution.
- Monitor cash flow projections, progress claims, and interim payment certificates.
- Advise on the most economical construction methods while maintaining quality.
Contract & Risk Management:
- Ensure compliance with contractual obligations, industry standards, and local regulations.
- Identify, assess, and mitigate risks related to cost overruns, delays, and contract disputes.
- Review and manage contract variations and change orders with appropriate cost adjustments.
Project Status Monitoring & Reporting:
- Track and report project progress versus BOQ, budget, and timeline.
- Identify deviations between planned and actual execution and recommend corrective actions.
- Ensure that all project changes, variations, and additional works are properly documented and accounted for.
- Prepare monthly cost reports, project financial updates, and expenditure analyses.
- Coordinate with site teams to align BOQ requirements with actual work execution.
Technology & Process Optimization:
- Utilize cost control software and MS Excel for budgeting, forecasting, and analysis.
- Implement automation tools and digital processes to improve cost control efficiency.
- Continuously review and enhance QS department processes for optimization.
Qualifications & Skills
- Education: Bachelor’s degree in Civil Engineering, Quantity Surveying, or a related field.
- Experience: Minimum 5+ years of experience in quantity surveying, cost control, and project monitoring.
Technical Skills:
- Expertise in BOQ preparation from drawings, site conditions, and specifications.
- Proficiency in MS Excel, AutoCAD, Primavera P6, CostX, and ERP systems (preferably MD365).
- Strong understanding of construction methods, materials, and specifications.
- Familiarity with contract administration (FIDIC, JCT, or local UAE contracts).
Soft Skills:
- Strong analytical, negotiation, and problem-solving abilities.
- Excellent communication and stakeholder management skills.
- Ability to handle multiple projects and meet tight deadlines.
