The Quality Assurance Manager at Higher Colleges of Technology is responsible to build and support Education Technology with a successful IT governance, quality management, change management, and risk management frameworks that can be extended to all processes within the Education Technology sector, including software procurement and acquisition, and inhouse software development. S/he is responsible to effectively assist in the implementation of all established internal policies, procedures, controls, and standards; and adherence and compliance with audit, internal, and external requirements, and coordination of audit and inspection visits. S/he is also responsible for the management and coordination of budget, purchasing, and reporting of Education Technology KPIs, and other performance measures

Responsibilities of Quality Assurance Manager

Strategic Role

  • Think beyond short term objectives to consider the broader vision and strategic goals of HCT.
  • Support in cascading the overall functional strategy into operational goals.
  • Facilitate the achievement of strategic objectives by allocating resources and focusing the efforts of the team.
  • Establish and apply IT Governance, and quality management framework, policies and procedures.
  • Responsible for the systematic and objective verification, analysis and appraisal of the information technology systems and controls.
  • Provide value added services, which identify risks, propose mitigation strategies, and promote a robust internal control environment.
  • Collaborate with internal and external units to align IT governance and quality management with the strategic objectives of Education Technology and HCT.

Operational Role

  • Manage and coordinate Education Technology budget, purchases, tasks, software, hardware, and other IT related acquisitions.
  • Manage and coordinate Education Technology audits, compliance tasks, reports, and performance metrics and related items.
  • Manage and coordinate Education Technology access and subscription.
  • Manage and coordinate in house software development requests.
  • Manage and coordinate Education Technology risk management tasks, change management tasks and related items.
  • Maintain and coordinate Education Technology documentation and archiving.
  • Conduct research, and gather data and information needed for quality assurance purposes.
  • Apply and maintain standards (e.g. COBIT, ITIL, and ISO) within Education Technology policies, procedures, processes, and controls.
  • Support VP Education Technology with self assessment reports and studies.
  • Conduct independent audits, Identify gaps and recommend corrective actions to ensure compliance.
  • Act as a proactive IT internal auditor and recommend actions for continuous quality assurance.
  • Any other task as assigned by VP Education Technologies.

Leadership Role

  • Manage and maintain robust controls to monitor practices of resilience in business operations and ensuring performance optimization by continually improving, refining and extending existing competencies.
  • Tailor activities to the development needs of subordinates and provides guidance on how to perform tasks.
  • Provide subordinates the support they need to succeed and allows them to take take initiative and responsibility for the results.
  • Actively and effectively listen to others and help them resolve issues or overcome difficulties.
  • Use appropriate situational leadership style depending on individual ability and the task to be accomplished e.g. directing, coaching, supporting, and delegating.
  • Provide professional development support and perform periodic performance reviews for direct subordinates based on HCT’s Performance Management System.
  • Contribute in an effective and efficient manner to the recruitment and development of UAE Nationals.

Job Requirements of Quality Assurance Manager

  • Minimum of a Bachelor’s degree in quality assurance, computer Science, Information Systems, or relevant field is required. Master degree preferred.
  • Minimum of five years of work experience in relevant field.
  • Certification in Quality Management required.
  • Certification in IT Audit (CISA) required.
  • Intermediate computer literacy required e.g. MS Office.
  • Full English proficiency required.
