Job Description
A Group Quality and Patient Safety Director at Saudi German Hospital will facilitate the development of strategic balanced score cards and validate the key performance measures in the strategic plan. The incumbent will develop action plans to promote person-centered care environment in the hospital. Moreover this position will collaborate with senior management and other stakeholders to develop and implement strategies, programs, and initiatives that optimize the organization’s quality and compliance performance.
Responsibilities of Patient Safety Director
Group Strategy
- Facilitate alignment of group strategic and business plans and integration of improvement activities between group governance and hospital leadership.
- Develop and implement quality and patient safety governance and operational frameworks in alignment with the group strategic direction.
- Contribute to the formulation and implementation of the group strategy in line with SGH’ vision, mission, and business focus areas.
- Report on the progress of activities against the quality and patient safety framework, opportunities, challenges, and issues faced, mitigations taken, etc. as required, to facilitate informed decision-making.
Integrated Governance
- Develop, implement, and maintain a comprehensive integrated governance framework that includes clinical, management, corporate and financial governance standards in collaboration with relevant group chiefs and directors.
- Support the group governance, senior management, and other stakeholders on governance matters. This includes composition, responsibilities, and procedures, and compliance with regulatory and accreditation standards requirements.
- Ensure that the organization operates in compliance with all applicable laws, regulations, and governance standards.
- Develop and maintain relationships with external stakeholders, including regulatory agencies, professional associations, and other relevant organizations.
- Monitor and report on the organization’s governance performance, including compliance with legal and regulatory requirements, adherence to ethical standards, and effectiveness of risk management practices.
- Serve as a member of the senior leadership team, contributing to the development of overall business strategy and decision-making.
Leadership
- Build and lead motivated, engaged, and competent manpower throughout the functions. Set priorities and objectives, manage performance, and provide ongoing feedback and coaching to meet the division challenges and goals.
- Serve as a role model for the quality and patient safety to ensure employees awareness and commitment to SGH’s vision, mission, values, and group strategy to continuously improve performance.
Organization Structure, Manpower Planning and Budgeting
- Coordinate with the regional chief executive officer for organization structure, manpower planning and budgeting process for quality and patient safety function.
- Collaborate with group chief human resources officer in the development of the function’s manpower plan to ensure timely and best-of-class delivery of tasks.
Policies, Systems, Processes & Procedures
- Develop and implement documents management policy for effective and standardized documents across SGH UAE.
- Review relevant group policies with other group chiefs and directors and integrate all applicable laws and regulations and standards.
- Ensure standardization of systems, policies between branches to ensure effectiveness and efficiency of services provided by all hospitals and clinics.
- Work as a resource for all applicable laws, regulations, and quality management standards.
- Direct the development of the quality and safety policies, and quality improvement processes and tools to establish a continuous performance and quality improvement system.
- Manages the continuous improvement of existing policies, processes, and procedures to drive incremental benefits through efficiencies and better insights and analysis.
Stakeholder Management
- Build high levels of trust and understanding with internal and external stakeholders. Promote full compliance with Dubai Health Authority, Ministry of Health regulations and promote broader understanding of SGH interests and practices.
Performance Improvement and Excellence
- Develop and implement a comprehensive performance excellence program that aligns with the organization’s mission, vision, and strategic objectives.
- Define and establish performance metrics, targets, and benchmarks that support continuous improvement and operational excellence across the organization.
- Collaborate with senior management and other stakeholders to develop and implement strategies, programs, and initiatives that optimize the organization’s performance, productivity, and efficiency.
- Facilitate cross-functional process improvement initiatives that improve quality, reduce costs, and enhance the patients and employee experience.
- Lead the development and implementation of performance improvement methodologies and tools, e.g., FOCUS-PDCA, Lean, Six Sigma, etc. and relevant training programs to drive process improvement and operational excellence.
- Foster a culture of continuous quality improvement by coaching and mentoring quality professionals and champions at all levels of the organization on process improvement, quality, and performance excellence.
- Develop and implement performance management systems that align individual and team performance with organizational goals and objectives.
- Develop and maintain a reporting and monitoring process that provides timely and accurate information on performance excellence activities to senior management.
Patient Safety and Risk Management
- Develop and implement a enterprise risk management and patient safety program that identifies, assesses, and manages risks related to patient care, clinical operations, and the organization’s reputation.
- Establish risk management and patient safety policies, procedures, and processes that align with the organization’s mission, values, and strategic objectives.
- Develop and maintain a risk appetite statement that sets the organization’s risk tolerance and informs risk management decisions related to patient care and clinical operations.
- Collaborate with clinical leaders, physicians, and other stakeholders to develop and implement patient safety initiatives that improve clinical outcomes and reduce the risk of harm to patients.
- Conduct risk assessments to identify potential risks related to patient care, clinical operations, and the organization’s reputation, and develop risk mitigation strategies to address them.
- Develop and maintain a reporting and monitoring process that provides timely and accurate information on risk management and patient safety activities to senior management and the board of directors.
- Provide guidance and support to clinical leaders, physicians, and other stakeholders on risk management and patient safety matters.
- Develop and implement training programs for employees and physicians to promote a culture of safety and enhance risk management capabilities.
- Lead the organization’s response to risk-related incidents, including investigations and remedial actions.
Quality Audit and Reviews
- Develop and implement a comprehensive quality audit and review program that aligns with the organization’s mission, vision, and strategic objectives.
- Define and establish audit and review methodologies, processes, and procedures that support compliance with regulatory requirements and industry standards.
- Conduct regular quality audits and reviews of the organization’s processes, systems, and procedures. Identify areas of improvement and ensure compliance with regulatory requirements and industry standards.
- Provide guidance and support to functional teams in the development and implementation of effective quality control processes and procedures.
- Develop and implement quality control training programs. Ensure that all employees are aware of their roles and responsibilities in maintaining quality and compliance.
Safety, Quality & Environment
- A Patient Safety Director will direct the application of safety, quality and environmental management policies, procedures. Ensures employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
People Management
- Manages employee performance and development by assigning individual performance targets and development objectives at least on an annual basis.
- Directs and supervises the activities and work of subordinates by providing formal and informal feedback regularly. Ensures that all work is carried out in an efficient manner and in accordance with set individual targets.
- Contribute to the academic and training activities in the hospital in addition to his duties and responsibilities.
- Educate staff on patient experience survey questions, KPIs and targets for his /her area
Job Specifications
Following are the requirements for the role of Group Quality and Patient Safety Director at SGH:
Education:
- Bachelor’s degree in healthcare (medical, nursing, pharmacy, laboratory, etc.).
- Master’s degree in healthcare management, Quality Management, Hospital Administration, or Business Administration.
- Certification in healthcare quality, patient safety, risk management or performance management.
Experience:
- Working experience of fifteen (15) years in hospitals or other recognized healthcare institutions.
- Five (5) years-experience as a health professional in hospital setting.
- Ten (10) years progressive experience in healthcare quality management, patient safety, or risk management.
