Parsons is looking for an amazingly talented Lead ITS Specialist (Strategic Planning) to join their team in Dubai. The successful candidate will be responsible to lead a team of ITS Engineers and actively contribute to a major ITS project dedicated to advancing Intelligent Transportation Systems in Dubai. In this influential role within the Dubai Intelligent Transportation and Smart Mobility team, the selected candidate will assume a leading position, overseeing comprehensive ITS studies, crafting technical design documents, developing ITS Concepts of Operation, and shaping strategic implementation plans for ITS projects. Responsibilities of A Lead ITS Specialist

• Serve as a key liaison with clients, understanding their requirements and ensuring the seamless integration of ITS solutions and design delivery.
• Conduct a comprehensive review of the ITS Expansion roadmap in Dubai. Ensuring alignment with current and forecasted traffic conditions and road development projects.
• Review contract specifications, implementation methodology, and standards, identifying gaps and making recommendations for improvements.
• Lead the design of ITS equipment and communications infrastructure including fiber optic and wireless technologies, CCTV, Dynamic Message Signs, and sensor technologies.
• Participate effectively in the development of city-wide ITS architecture, systems engineering analysis, and plans, specifications, and estimates (PS&E) development for ITS and smart mobility systems.
• Develop a comprehensive project plans / shop drawings for the construction of ITS infrastructure, communications backbone, pilot areas, ITS device locations, construction schedules, and cost estimates.
• Collaborate with Parsons ITS team and subject matter experts from other projects, fostering cooperation and sharing knowledge and experience.
• Responsible for direct coordination and follow up with the clients and stakeholders to identify requirements and finalize project scope. Make necessary presentations, reports to present progress and milestones.
• Report to the Technical Director of ITS/Mobility Solutions on progress, achievements, and challenges.

Eligibility Requirements

The eligibility requirements for the role of a Lead ITS Specialist are as under:

• Bachelor’s degree in Civil Engineering, Transportation Engineering, Engineering Technology, Electronics, or a related engineering field.
• Master’s degree is preferred.
• Minimum 12 years of experience in Intelligent Transportation Systems, with a focus on ITS design planning, implementation, and Smart Mobility.
• Experience with leading the development of complete ITS Plans, Specs and Estimate packages.
• Solid Experience developing ITS technologies and ITS Concept of Operations Reports. Extensive experience in developing ITS Strategic plans and implementation roadmaps.
• In-depth knowledge of traffic management technologies, Co-operative-ITS, ITS standards, and future mobility trends.
