Job Description
An IT Data Governance Manager at Daman – National Health Insurance Company will develop and maintain Daman’s corporate information model. S/ he will set standards, policies, and processes for data architecture. The incumbent will oversee data lifecycle implementation and ongoing refinement.
Responsibilities of IT Data Governance Manager
- Develop & oversee the definition/maintenance of data models, schemas, data dictionaries, and master data management techniques within core applications.
- Ensure data quality is maintained across core applications, data stores, data integration chain of processes & the data warehouse.
- Identify data quality issues and support business units to use the data effectively for decision making.
- Review & advise solutions and projects on correct usage of data and information management applications and technologies.
- Improve user productivity and engagement in governance tools by investing in capabilities that support high levels of integration, interoperability, and automation within and between applications, including policy management, data catalog, data quality, data privacy and master data management.
- Define and manage the assignment of data security classifications, data archiving and retention rules for each data subject and its elements.
- Establish data view of an application inventory to signify point-of-origination, and ownership throughout a data subjects’ life cycle using a comprehensive framework to establish a clear data lineage.
- Ensure a consistent standard data dictionary including data definitions for all data subject areas. Influence their use in cross-application and cross-enterprise interfaces as such facilitate data and information discussions and issue resolution.
- Ensure appropriate documentation is available for any data projects.
Other Accountabilities
- Identify missing documentation for as-is processes/systems and develop to support business continuity.
- Plan and undertake any action that proactively strengthens the relationship with the technical and non-technical organization (at all levels) and as such enhances the connection of HIS and Intelligence with the business units.
- Independently liaise with HIS and Intelligence teams; has the mandate to commission work to HIS required for implementation of mandated information or data architecture decisions and to Intelligence for information architecture related decisions.
- Identify opportunities to improve enterprise-wide data solutions, tools, methodologies, processes, and procedures.
- Maintain and proactively ensure the continued integrity of the Unified Data Model.
- Continuous probes for new/extended UDM requirements.
- Plan changes to UDM, after thoroughly assessing its impact and proposes such changes through the designated processes, e.g., Data Committee.
- Participate in UDM-related discussions & facilitating decision making in the Data Committee’s as well as across Daman.
- Lead the execution of UDM-related decisions, generally mandated by the Data Committee and/or Manager, Data Governance or Director.
Work Experience Requirements:
Following are the prerequisites for the role of IT Data Governance Manager at Daman:
- Bachelor’s or equivalent degree in business, information systems or related disciplines and extensive related project experience.
- Master, MBA, or other advanced degree in business or social sciences a plus.
- Minimum 12 years of experience on data and/or information architecture and data warehouse development, with multiple years in leadership capacity.
- Worked as Data Architect and/or data management expert; developed and enforced data standards, led practices, and defined master data management covenants.
- Worked with business and IT personnel on data-related issues.
- Designed and implemented enterprise data warehouses and large-scale business reporting.
Skills & Competencies
- Dynamic, self-driven with strong business understanding and background knowledge of finance, accounting, valuation, and metrics development; statistical analysis skills a plus.
- Understanding of, and interest in, innovative business models, visions, and processes.
- Strategic thinking with strong focus on results and high quality of work and able to “think out of the box”.
- Very good leadership skills including people management, selection, and development skills.
- Very good command of written and spoken English; knowledge of Arabic language is an added advantage.

- Ability to identify emerging technology that can add business value, and to modify business practices to take full advantage of technology innovation.
