Abu Dhabi Islamic Bank is presently recruiting suitably qualified and skilled candidate for the role of Head of Sanctions. The job holder is responsible for the development and implementation of the Group-wide (including branches, subsidiaries, and ADIB Sudan, Iraq and Qatar compliance program relating to Sanctions laws and regulations. The role entails overseeing the Group Compliance Sanctions’ policies & procedures, periodic review of the Sanctions program, and ensuring breach of applicable Sanctions compliances are escalated to the Global Head of FCC on a timely basis.The Sanctions Lead is responsible for the development and implementation of the Group-wide (including branches, subsidiaries, and ADIB Sudan, Iraq and Qatar compliance program relating to Sanctions laws and regulations. The role entails overseeing the Group Compliance Sanctions’ policies & procedures, periodic review of the Sanctions program, and ensuring breach of applicable Sanctions compliances are escalated to the Global Head of FCC on a timely basis.

Responsibilities of Head of Sanctions

Strategic Contribution

  • Ensure effective implementation of the Group’s Compliance strategy within the Sanctions teams remit in GCD and COC to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.

People Management

  • Manage and lead the Sanctions team by setting individual objectives, managing performance, developing and motivating staff to maximise performance.
  • Support the Compliance Governance & Assurance team in  acting as an SME on developing and delivering Sanctions related training.
  • Provide guidance and on the job training for junior colleagues and conduct knowledge sharing sessions for GCD and COC Teams.
  • Identify Sanctions team resource shortfalls against the GCD capacity plan.
  • Act as a role model to direct and indirect reports to drive adherence to organisational values and ethics and foster a value-driven culture within the Group.

Budgeting and Financial Planning

  • Provide necessary input and recommend the Sanctions team’s budget to the Global Head of FCC and monitor adherence to budget, while ensuring all sectional activities are conducted in line with the approved guidelines.

Policies and Processes of Head of Sanctions

  • Ensure Group Sanctions policies and procedures remain updated, relevant, and communicated to all stakeholders.
  • Oversee Group’s compliance with Sanctions policies, procedures, and processes.
  • Identify opportunities for continuous improvements to Sanctions related systems, processes, and practices based on risks and control deficiencies identified.

Sanctions Oversight and Advisory

  • Oversee the implementation of the Sanctions program within the Group (including branches, subsidiaries, and international locations) to address current Sanctions risks and remain sufficiently agile to manage anticipated future Sanctions risks.
  • Keep abreast of related laws, regulations, and best practices pertaining to Sanctions and assess its impact on ADIB Group. For International branches and subsidiaries, work with Head of IBG Compliance and local MLRO’s to keep the Sanctions program updated in line with the local laws and regulations..
  • Ensure to have effective oversight on COC functions for Sanctions in respect of;
  • Team performance and productivity.
  • Review QA results and take necessary actions to remediate failed cases including identifying root causes.
  • Review MIS reports and attend governance calls and take remdial actions on any identified issues.
  • Develop and strengthen relationships to promote best practices and ensure a good understanding of Sanctions’ requirements across the Group.
  • Oversee the management of alerts generated by Sanctions screening systems and approve/reject escalated instances.
  • Ensure timely freezing of accounts, assests and submission of reports (FFR / PNMR / STR) to regulators.
  • Review results of investigations relating to Sanctions documents and present findings to the Global Head of FCC for confirmed matches.
  • Monitor account closures following the decision to exit for Sanctions reasons.
  • Act as the Sanctions SME for the new product review process.
  • Ensure requests from the CBUAE to search/freeze/ close accounts are executed promptly.
  • Act as an SME on the periodic review and testing of the customer risk assessment model and rating methodology.

What You’ll Do More?

  • Support international branches and subsidiaries by providing SME input and oversight, together with Head of IBG Compliance
  • Develop, drive, and implement the communication strategy with international branches and subsidiaries in respect of Sanctions matters together with Head of IBG Compliance
  • Review and sign off on Sanctions screening lists deployed on systems together with Head of IBG Compliance for IBG Countries.
  • Co-ordinate with the FCC Technology team to ensure Sanctions related monitoring remains up-to-date and meet current statutory and regulatory requirements.
  • Support in carrying out UATs for new/ updated Sanctions systems, functionalities, and upgrades.
  • Act as an SME on the periodic review and testing of Sanctions screening systems.
  • Ensure responding to Correspondent Banks quesries on a timely basis.
  • Ensure timely remediation of gaps identified in RCSA, internal/external audits, regulator’s supervisory audits related to Sanctions and take necessary actions in GRC System.
  • Lead/participate in Sanctions related projects as per the project guidelines set by the Compliance Governance & Assurance function.
  • Carry out any other tasks assigned by Head of FCC as and when required.

Reporting:

  • Ensure that the Global Head of FCC and the Group’s Senior Management are well informed of critical Sanctions compliance plans, initiatives, escalations, and issues.

Requirements of Head of Sanctions

The requirements of Head of Sanctions are as under:

  • Master’s Degree in Science, Finance, Business, or a related subject. ACAMS certification or equivalent.
  • 12+ years of FCC experience focussing on Sanctions gained at a top tier international bank, which includes 5+ years of experience managing large and complex Sanctions teams.
  • Experience in advising or working in a Compliance function with a focus on delivering a robust Sanctions compliance program.

Skills and Knowledge Desired

  • Strong track record in dealing and managing regulators and other stakeholders.
  • Strong interpersonal skills with the ability to communicate with impact, build healthy professional connections, influence outcomes, simplify complex topics into actionable recommendations for decision-making.
  • Exceptional knowledge of all aspects of Sanctions and the relevant regulatory requirements.
  • Exemplary knowledge and understanding of international and cross border rules and regulations (such as OFAC, UN, and EU sanctions regimes, FATCA, FATF, and BIS).
  • Ability to perform innovative thinking to solve complex problems with no established precedence while balancing risk, speed, and accuracy.
