Serco is presently looking to hire qualified and motivated candidates for the role of a Head of Quality (Air Navigation Systems) in Dubai. The successful candidate will be responsible to ensure that a robust Quality Management System is maintained for the Serco Middle East Air Navigation Services Certification. Responsibilities of A Head of Quality

  • Be responsible for overall performance of the Compliance Monitoring and Quality Assurance System, including implementation, maintenance, documentation, performance, effectiveness and oversight of the organisation.
  • Be a principal communicator with the Authority in relation to audits and Quality Management System and compliance issues.
  • Be directly responsible to the accountable manager.
  • The Head of Quality is considered as the primary point of contact for all ANS oversight activities for the ANS and ATS Units.
  • Document control and submission to the Authority.
  • To ensure the effectiveness of the compliance monitoring function, in particular the effective implementation and follow-up of all corrective actions.
  • To build and maintain a non-punitive reporting culture amongst management and staff.
  • Always behave in a manner which is polite and professional.
  • Always maintaining a high standard of personal presentation.
  • To manage all Quality Management functions as prescribed within the Quality Management Manual.
  • To drive the maintenance and development of the Quality Management System;
  • To act as the Quality contact for all operational ANS staff and advise all ANS staff on the QMS and their roles and responsibilities and interaction with the QMS.
  • To manage the representation of ANS Quality Function and any external quality initiatives.
  • Development and implementation of the Quality Program.
  • Assist to develop Health and Safety strategy and manage the Quality Assurance Programme.
  • Implement a Quality Assurance Program and deliver and embed this work within the ATS department.

What You’ll Do More

  • Plan, schedule and implement the internal QA audit program.
  • Ensure the effective establishment & implementation of the Serco quality system and all associated systems & resources structure.
  • Assist other members of the team with Assurance related projects and developments associated with operational oversight.
  • Establish and maintain effective auditing and surveillance systems to ensure compliance with the GCAA and other regulatory requirements, ensuring there is a structured process of corrective action and follow up to ensure the continuous improvement within the agreed timescales.
  • Establish, maintain and promote quality awareness across Serco and non-operational areas.
  • Provide timely reporting to senior management on any significant Quality events and adverse trends.
  • Endorse all Serco and customer required quality manual(s) prior to submission to the GCAA for approval.
  • Responsible in the development, training and guidance of Quality Officers on a continuous basis.
  • Audit the ANS licensing/authorization process.
  • Responsible for internal and external communication, compiling and issuing Quality Notices.
  • Responsible for preparing bi-annual reports, ensuring the accuracy of data to allow the nominated Post Holders to plan corrective actions based on identified systemic errors in the report.

Requirements for Role of Head of Quality

The eligibility requirements for role of Head of Quality are as under:

  • A bachelor’s degree in a relevant field such as aviation management, aerospace engineering, quality management, or a related discipline.
  • Minimum of 5 years regional experience (Operational and/or managerial).
  • Local experience will be an asset (preferred).
  • Experience in a multi-cultural environment will be an asset.
  • Experience in the implementation and maintenance of a standards and compliance program.
  • Experience in building strong relationships and positively influencing relevant stakeholders.
  • Experience and qualification in QA practice and principles.

Knowledge & Skills Desired

  • Expert knowledge on Aviation Quality Management Systems, Health and Safety
  • Knowledge on UAE General Civil Aviation Regulations (preferred).
  • Comprehensive knowledge of UAE GCAA CAR’s, ICAO and Serco Middle East Quality recommended practices pertaining to quality management and health and safety in the workplace.
  • Good communication skills.
  • Strong problem solving skills.
