Community Development Authority

Employee Relations Section Head at Community Development Authority will be responsible for establishing mechanisms, procedures and methodologies for employee services (for example: health insurance – attendance and departure – allowances and bonuses – end-of-service settlements – leaves – applications of the disciplinary and sanctions system) and other accompanying activities and ensuring optimal implementation in employee services operations.

Responsibilities of Employee Relations Section Head

  • Prepare short- and medium-term operational plans and objectives for the Employee Relations Department and align them with the plans of the Human Resources Department and the sector as a whole.
  • Develop policies and procedures for the department’s operations, ensure their implementation in all transactions, and follow up on updating executive procedures manuals for human resources transactions. financial affairs ·

Financial Affairs

  • Preparing the annual budget for the Employee Relations Department, obtaining the necessary appropriations, as well as monitoring the implementation of the budget to ensure optimal use in accordance with financial policies.

Development by Employees Relations Section Head

  • Instilling leadership, managing employees, motivating them, setting goals for them, reviewing employee.

Operational responsibilities and duties

  • Establishing mechanisms and procedures for employee services (for example: – allowances and bonuses – end-of-service settlements – leaves) 
  • Establishing mechanisms for daily follow-up of the attendance and departure of the Authority’s employees and supervising their implementation in accordance with the Dubai Government’s Human Resources Law.
  • Study and analyze salary data and determine the justifications and reasons for differences by reviewing reports of the human resources planning system and comparing them with documents in employee files and any developments or amendments to the systems, preparing periodic reports and submitting recommendations.
  • Working to develop health services for employees by supervising the payment of renewal of health insurance cards.
  • Reviewing and approving reports of referrals of employees in the Authority to medical committees based on medical reports from health authorities, sick leave reports, and any relevant documents, and submitting recommendations to senior management.
  • Review and approve internal transfer requests (between departments) and  loan requests.
  • Preparing and approving the executive procedures manual for promotions, status adjustments, and disbursing incentives and rewards, and following up on their implementation in the department’s operations.
  • Working to activate partnerships with the Pensions and Social Security Authority and following up on the payment of pension and social insurance contributions, end of service, transfer, service addition, etc. in accordance with legislation and procedures.
  • Follow up on employee entitlements, including children’s education benefits, travel tickets, court discounts, car allowance, etc.,

  • Preparing memorandums and studies related to grievance cases, disciplinary committees, grievances and complaints.
  • Approval of human resources documents related to the annual closing based on periodic reports, expenses and pending deductions.
  • Review periodic reports on personnel affairs to internal entities such as Finance or the Audit and Risk Management Office.
  • Verifying the correct application of applicable legislation  related to human resources.
  • Submitting reports to external and internal audit bodies in accordance with the requirements (for example: financial control bodies).
  • Designing training packages that include workshops and introducing employees to the policies.
  • Contributing to anticipating services and presenting development initiatives for employee services.
  • Analyzing data on rewards, wages, and changes in salaries and submitting recommendations to the direct manager.
  • Analyzing data on vacations and absences, monitoring deviations, submitting recommendations to the direct manager.
  • Ensuring reflection in the department’s performance indicators.
  • Commitment to the information security policies and procedures approved by the Authority.
  • Any other tasks and competencies within the scope of job responsibilities.

Requirements of Employee Relations Section Head

  • Bachelor’s degree in Human Resources Management or equivalent as a minimum.
  • 8 years of experience, including at least 4 years.

Skills and Abilities Desired

  • Proficiency in Arabic and English (speaking and writing).
