A Department Head – Application Development at Dubai Health Authority will be supervising the identification and provision of information technology programs and systems and smart solutions requirements in accordance with international best practices. The role holder shall supervise the preparation and follow-up of the implementation of the Authority’s smart transformation strategy and policy in accordance with the Smart Government Strategy and the Authority’s strategy.

Responsibilities of Department Head Application Development

Core Duties

  • Supervising the development and follow-up of the implementation of information technology application management processes and databases. Support the achievement of the strategy and operational efficiency of the Authority’s operations.
  • Ensuring the flexibility and compatibility of all electronic and smart applications in the Authority with business requirements.
  • Supervising the development of technical standards and specifications for technological systems and applications. Ensure the quality of services provided to the Authority’s departments and divisions.
  • Supervising the renewal and provision of the necessary licenses for technological systems and applications. Ensure the correct workflow in accordance with the approved policies of the Authority.
  • Periodic inspection of the performance and efficiency of systems and applications. Ensure that they operate continuously without disruption to ensure business continuity.
  • Supervising the provision and updating of anti-virus protection applications on all electronic devices in the Authority.

Strategic

  • Develop and formulate the department’s short- and medium-term operational goals and plans. Ensure their alignment with the plans of the Application Development Department in accordance with Dubai Health Authority policies and procedures.
  • Contribute to the development of policies and procedures as well as the implementation of services/operations. Improve the work environment and facilities to support the workforce in achieving the Authority’s objectives.
  • Develop new initiatives and projects to support the department’s strategic direction and design an evaluation framework for the services provided by the Application Development Department to evaluate and identify.

Finance

  • Preparing the department’s annual budget, obtaining necessary approvals and monitoring implementation in order to ensure its compliance with the financial and procurement policies of the DHA. 

Developmental

  • Including the main department objectives in the personal performance objectives of the department’s employees.
  • Arranging appropriate training courses based on identifying training needs to improve employee performance.
  • Direct department staff and develop a positive work environment to enhance the performance of employees and teams.
  •  Develop and enhance the Authority’s culture among the department’s employees that leads to continuous excellence and effective business growth while maintaining the highest levels of integrity.

Qualifications & Experience

Following are the requirements for the role of Department Head Application Development at Dubai Health Authority:

  • Bachelors degree or equivalent in information technology or work field.
  • A master’s degree in the field of work is preferred.
  • 8-10 years of work experience and 3 years of supervisory experience.
  • UAE National.
