UDirectly reporting to the Chief Information Officer at the Holding level, the Associate Vice President – HIS Informatics shall be primarily responsible for defining the overall portfolio of Healthcare Information Systems at NMC Corporate. The role holder will map the business requirements to systems technical requirements to ensure they are in line with the roadmap of the application. 

Responsibilities of Associate Vice President

  • Lead & discuss with key Clinical business stakeholders on the ongoing product improvements, new functionality developments.
  • Review business requirements specifications (BRS) provided by functional teams, ensure its in line with standard best practices. Provide high level timelines by working with the Development team.
  • Ensure compliance with Regional & National Regulators, Audits & HIE Platforms.
  • Engage with all aspects and activities of the healthcare solution development from analysis, design, development, test, and delivery to operations. Mentor & Coach team members as and when required.
  • Act as a Functional Architect/SME as part of a team on the design, development and implementation of enterprise solutions using Agile practices.
  • Lead, Manage & Strategize the HIS Portfolio across the group.
  • Ensure all HIS systems follow the UAE ICT Laws, Healthcare Regulations within the region and in line with the standards of Health Information Systems.
  • Collaborate with various stakeholders to clarify business needs. Identify dependencies, impediments, and potential risks.
  • Manage the HIS team throughout the delivery of projects & changes to complete business operations of HIS.
  • Ensure migration of legacy systems to one HIS application platform to align with the corporate strategy.
  • Create, Manage & Review Project Plans, Schedules, Release Plans, Implementation Plans & Monitoring to ensure on time delivery.
  • Create, Manage & Review the change request, track the changes from initiation to delivery. Prepare the plan for major and Minor releases and track the progress.
  • Requirements Analysis, Design Review, SOW Validation, Rollout & Implementation.
  • Facilitate & Conduct review meeting with business and development team and get the sign off on SOW/BRS.
  • Provide functional clarification to development team as required.
  • Supporting the NMC Clinical Governance Framework, working across services, programmes, and projects
  • Providing highly specialized clinical informatics advice and expertise to both clinical and non-clinical staff across assignments.

Accountabilities

  • Participate & Contribute to Change Control/Approval Board, Incident Management & Response Board on a need basis.
  • Responsible for budgets & allocation of appropriate staff resources and projects and for ensuring that the budget breaks even, coordinating and monitoring expenditure.
  • Responsible for supporting the commissioning of projects and procurement of services to support project delivery, acting in accordance organizational processes & policies.
  • Responsible for the day-to-day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment, and where necessary employee relations matters.
  • Responsible for an individual’s development on the job and team performance.
  • Responsible for proposal creation, submission to procurement and review relevant proposals up to contracts finalization and closure within healthcare application area.
  • Acts as an advisor or mentor to junior team members.
  • Requires sophisticated analytical thought to resolve issues in a variety of complex situations.
  • Impacts the architecture function by influencing decisions through advice, counsel or facilitating services.
  • Guides, influences, and persuades others with developed communication and diplomacy skills.
  • Performs other job duties and functions as assigned.
  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm’s reputation and safeguarding NMC, its clients and assets, by driving compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Education & Experience

Following are the requirements for the role of Associate Vice President – HIS Informatics at NMC Healthcare:

  • BE/B.Tech/MCA/M.E/M.Tech.
  • 10+ years relevant experience in managing healthcare applications with leadership qualities.

Knowledge & Skills

  • Managing Implementation and Support of EMR (like Epic, Cerner, Inter Systems).
  • Revenue Cycle Certification would be plus.
