Sr Specialist–Legal Cases & Invest.(UAE National) Full-time

Preparing legal research, reports, memoranda, and legal responses related to the duties and responsibilities of the Legal Affairs Department; developing improvement and enhancement plans for the organizational unit’s operations and processes; providing the necessary legal support regarding executive decisions for the implementation of local and federal legislation; designing specialized legal programs to increase legal awareness; preparing operational plans for legal initiatives; developing operational procedures and plans for the unit’s activities and processes; preparing legal memoranda as required by the Government of Dubai Legal Affairs Department concerning various government cases and lawsuits; representing the Authority in legal matters as required by judicial and police authorities; reviewing draft legislation related to the Authority’s functions and responsibilities; conducting legal reviews of explanatory memoranda concerning legislative deficiencies and conflicts; reviewing internal regulations, policies, and guidance manuals; and updating or developing legal work templates as needed.

Job Requirements

First: Legal Requirements

Knowledge of the legal duties and responsibilities related to the Legal Affairs Department according to the Authority’s scope of work, including:

• Studying and analyzing legal cases and documents referred to the Legal Department, and preparing and drafting legal memoranda, legal briefs, statements of claim, statements of defense, and other legal submissions.
• Providing legal advice regarding disputes and legal cases.
• Coordinating with relevant stakeholders (government entities, courts, and lawyers) and monitoring case developments.
• Reviewing judicial precedents and court judgments relevant to the matters under consideration.
• Preparing legal reports that explain the Authority’s and the Government of Dubai’s legal position, status, and assessment regarding each case.
• Reviewing applicable legislation related to the Authority’s functions and responsibilities, identifying provisions that should be implemented by the Authority’s organizational units, and coordinating with the Supreme Legislation Committee regarding publication requirements in the Official Gazette of the Emirate of Dubai.
• Studying and providing legal opinions on inquiries and requests received from the Authority’s organizational units concerning matters related to the Authority’s functions and responsibilities.
• Drafting and formulating administrative regulations, policies, and procedures in coordination with relevant organizational units, ensuring compliance with applicable legislation.
• Conducting legal reviews of contracts, agreements, local and international memoranda of understanding, decisions, and circulars to ensure compliance with relevant legislation.
• Managing and filing criminal complaints and reports; overseeing criminal cases related to the Authority’s activities, whether filed by or against the Authority or its employees in relation to their work; preparing legal memoranda; legally characterizing facts and procedures; attending investigation sessions; and coordinating the appearance of concerned parties before judicial authorities.
• Managing expert assessment procedures related to the Authority’s functions and responsibilities involving police authorities, judicial bodies, federal and local government entities, arbitration centers, and investigative authorities; coordinating with the Authority’s organizational units; reviewing expert reports to ensure compliance with legislative requirements and applicable laws; and recovering expert assessment deposits.

Second: Administrative / Leadership Requirements

• Preparing, implementing, and reviewing the annual work plan for the organizational unit, including stakeholder needs analysis, assessment of the current situation, and management of related risks.
• Identifying the unit’s financial, human, and technical resource requirements necessary for implementing the department’s annual work plan, strategic programs, projects, and initiatives.
• Preparing periodic performance reports in line with the annual work plan and taking corrective and preventive actions based on performance results.

Qualifications

Required Qualifications:

• Bachelor’s degree in Law or Law and Sharia (depending on the entity).
• At least 8 years of experience in preparing legal memoranda.
• Proficiency in Microsoft Office applications.
• Excellent legal research, analysis, and drafting skills.
