Senior Chief Engineer – Urban Planning Affairs Full-time

The Senior Chief Engineer – Urban Planning Affairs leads strategic urban and transport planning initiatives within the Roads and Transport Authority (RTA), ensuring that Dubai’s mobility networks are integrated with the emirate’s long-term urban development and master plans.

Key Responsibilities

• Lead the preparation, review, and implementation of urban and transport planning studies, master plans, and structure plans across Dubai.
• Integrate roads, public transport, and mobility networks with land-use and urban development frameworks.
• Review and assess major development and infrastructure proposals for alignment with RTA standards and the Dubai Urban Master Plan.
• Develop and apply planning guidelines, policies, and technical standards for sustainable, people-centric urban mobility.
• Coordinate with government entities, developers, and consultants on planning approvals and integrated projects.
• Oversee the use of GIS, transport modelling, and data analytics to support evidence-based planning decisions.
• Provide technical leadership and mentorship to planning and engineering teams.
• Prepare technical reports, presentations, and recommendations for senior management.

Qualifications

Education

Bachelor’s degree in Urban Planning, Civil Engineering, Transport Planning, or a related field; a Master’s degree is an advantage.

Experience

• Extensive experience (typically 10+ years) in urban or transport planning, preferably within a government authority or major consultancy.
• Strong knowledge of master planning, transport integration, and UAE planning regulations.
• Proficiency in GIS, transport modelling tools, and planning software.
• Excellent leadership, stakeholder management, and communication skills.
